Football: Chelsea FC Football Association Financial Charges

By Prof Dr Ian Blackshaw

It has been reported that the English Football Association (FA) have charged Chelsea FC with 74 alleged breaches of their Financial Regulations.

These breaches relate to agents, intermediaries and third-party investments in players between the 2010-11 and 2015-16 seasons.

The Club reported the breaches to the FA themselves and must respond to the FA by 19 September 2025.

The Club could incur a wide range of sanctions, which include a fine, a transfer ban and a points deduction.

However, high level co-operation of the Club in this matter, including giving the FA comprehensive access to their files and historical data, is expected to weigh in their favour regarding the sanctions to be imposed.

In July 2023, the Club were fined by UEFA £8.6 million (around €9.9 million) for breaching their Financial Fair Play Regulations as a result of submitting incomplete financial information between 2012 and 2019.

Also, the Club face an ongoing investigation by the English Premier League, which was confirmed on 9 August 2023, regarding alleged breaches of their Financial Regulations relating to the transfers, in 2013, of Eto'o and Willian from the Russian Football Club, Anzhi Makhachkala.
